P-NOY TO DELIVER A 'MOVING FORWARD' SONA - PHILSTAR NEWS

MANILA, Philippines - President Benigno Aquino III will deliver a "moving forward" State of the Nation Address (SONA) on Monday, his spokesperson said today.
"Basically it's a SONA moving forward. What we have done, what we are doing. Basically those are the thrusts of the SONA," presidential spokesperson Edwin Lacierda told reporters in a press briefing in MalacaƱang.
Lacierda also hinted that the SONA will touch matters about the previous administration, but declined to confirm if it would be a repeat of President Aquino's earlier announcements about possible wrongdoings of former President and now Pampanga Rep. Gloria Macapagal-Arroyo's administration.
"Where we were prior to the [Aquino] administration… Just listen [to the SONA]," he said, asking to media's queries about the SONA.
He said that the communication team, including Manuel Quezon III and Secretary Ricky Carandang, is still drafting the speech with President Aquino.
He declined to say how many minutes the speech will last and how it will be delivered. Earlier reports said that President Aquino would want to deliver his second SONA in Filipino.
Meanwhile, Lacierda declined to comment if Arroyo's name or the charges filed against her will be mentioned in the SONA.
Capiz Archbishop Onesimo Gordoncillo urged President Aquino to spare Arroyo in his second SONA. He said that President Aquino should lay down his plans for the country and his achievements since last year in his SONA, instead of bashing Arroyo and members of her administration.
Lacierda said that the bishop should just listen to the SONA on Monday instead of making speculations.
"The bishop is getting ahead of himself," he said.
Asked about reports that Arroyo will not attend the SONA's deliberation on Monday, Lacierda said he was not surprised.
"She didn't attend the first time. So there's precedence that most likely she will not attend the next time," Lacierda said.
New Ombudsman named in SONA?
News that President Aquino will name the replacement of Ombudsman Merceditas Gutierrez during his SONA has been circulating through text messages and in social networking site, Twitter.
Lacierda said that he also received the same message, but said that the President has not mentioned the subject to him.
He said that MalacaƱang will announce the incoming Ombudsman as soon as President Aquino has already picked a name.
Early this month, the Judicial and Bar Council submitted to President Aquino a shortlist of nominees to fill up the post vacated by Gutierrez last May.
The nominees were former Supreme Court Justice Conchita Carpio-Morales, Justice Undersecretary Leah Armamento, former Justice Secretary Artemio Tuquero and Presidential Commission on Good Government Commissioner Gerard Mosquera.
Of the four top contenders, Carpio-Morales is said to be President Aquino's favorite.
