NY SENATE LEADER SEES TAX AND RENT DEAL MOVING - WTEN NEWS

ALBANY, N.Y. (AP) - New York Senate Republican Leader Dean Skelos says a package of legislation including a statewide property tax cap, continuing New York City rent controls and providing state mandate relief to local governments remains on track.
Speaking after a closed-door meeting with Gov. Andrew Cuomo, Skelos says some technical language is still being completed, but he's hopeful it would be passed Thursday.
Expiring city rent controls on about a million apartments would continue for at least four more years while raising rent and tenant income thresholds that allow landlords to deregulate them.
A property tax cap would generally limit annual increases to 2 percent.
Public schools and local governments would be relieved from some state mandates that can increase the cost of construction projects and in labor negotiations.

RUPERT MURDOCH MOVING NEWS CORP TO ABU DHABI - LIVE LEAK NEWS

News Corp chief Rupert Murdoch announced on Tuesday that the Gulf emirate of Abu Dhabi is to become the headquarters of his global media empire in the Middle East.

Addressing some 400 delegates at the opening of the Abu Dhabi Media Summit, Murdoch said his corporation had started out as a small Australian firm to become a US-based international company that employs 64,000 people.

"When we look to the future, News Corporation is betting on the creative potential of the more than 335 million people who make up the Arab world," he added.

Mohammed Khalaf al-Mazruei, who heads the Abu Dhabi Media Company, told delegates that "the Middle East is experiencing radical change," and that its media should "accompany this revolution."

News Corp has already established strong links with the region, last month agreeing to invest 70 million dollars in the Rotana Group which is controlled by Saudi tycoon Prince Alwaleed bin Talal, after buying a 9.0 percent stake in the firm.

Alwaleed's Kingdom holding company also owns around 7.0 percent of News Corp's class B common stock.

GE MOVING X-RAY LEADERSHIP TEAM FROM US TO CHINA - YAHOO NEWS

BEIJING (AP) — GE Healthcare, a maker of diagnostic imaging equipment, said Monday it is moving its X-ray global headquarters from the United States to Beijing as it seeks to tap China and other emerging markets.
The General Electric Co. unit is the first business of the industrial and financial giant to relocate to China.
Anne LeGrand, vice president and general manager of GE Healthcare Global X-Ray, told a news conference that the decision to move from Waukesha, Wisconsin, was made two years ago and will be completed by early fall.
She said "there is certainly the opportunity" to move other GE Healthcare units to China, but that is "something that we will continue to evaluate."
The move involves LeGrand and a handful of her top managers. In an interview, she said they will add other people to the team as they expand in China, but no jobs will be lost.
The move follows an announcement last year that GE plans to invest $2 billion in China, including $500 million in six research centers, one of which GE X-ray is developing in Chengdu in central China. The company has already hired "close to 100 engineers" for the center in Chengdu, LeGrand said.
Rachel Duan, president and CEO of GE Healthcare China, said they plan to launch more than 20 new products in China over the next two years. Some 70 percent of those will be aimed at general medical professionals who make up the primary healthcare sector.
Duan said they will be developed for customers in China, "but we see a potential down the road for exporting to some of the other emerging markets."
LeGrand said some of the products they had developed in China were now being sold elsewhere, such as the Ling Long digital X-ray, now being sold in Africa, the Middle East and Latin America. She said emerging markets represented "double digit growth" for GE's X-ray business.
Over the past two decades, GE Healthcare China has focused on the high-end market in cities such as Shanghai, Beijing and Guangzhou and selling to large hospitals. Now they also intend to focus on the primary care sector in poorer parts of the country, including rural areas, Duan said.

VALENCIA TRAFFIC LIGHTS TIMED TO KEEP CYCLISTS MOVING - SFAPPEAL NEWS

San Francisco has taken another step toward making bicycling safer and more convenient, officials said.
The new "Green Wave" on Valencia Street allows bicyclists traveling at a moderate pace to encounter a green light at 10 timed traffic signals, SFMTA spokesman Paul Rose said.
The new signal timing decreased the signal progression from 25 to 13 mph.
Traffic signals are now timed so bicyclists and motorists traveling at 13 mph encounter green lights as they travel north or south on Valencia Street between 16th and 25th Streets, Rose said.
San Francisco is the first city in the world to provide a two-way Green Wave, Rose said.
"Green Waves are the most recent example of the SFMTA finding innovative ways to further improve cycling in San Francisco," said Nathaniel P. Ford, SFMTA CEO/Executive Director.
The new signal timing will also help to decrease the idling time of vehicles which will help save gas and decrease the amount of air pollutants and greenhouse gases emitted, Rose said.
"The Green Wave signals and the safer, calmer speeds are another step in the right direction for Valencia Street," said Renee Rivera, Acting Executive Director of the San Francisco Bicycle Coalition.
Four new Green Wave signs will be installed this week to help alert bicyclists and motorists using the corridor, Rose said.

QUAKE WAIATA MOVING - STUFF NEWS

It was a sombre moment at The Regent on Broadway Theatre when a waiata was sung about the earthquake devastation in Christchurch.
As part of the Rangitaane primary and intermediate schools' kapa haka regional finals in Palmerston North yesterday, Monrad Intermediate School's group Nga Iti Rearea, who won the event, performed seven songs with one written especially for Christchurch. It was the first time the group has competed at a regional level.
The group of 40 students competed against six other groups from around the region. Second place went to Te Kura Kaupapa Maori o Manawatu, and Mana Tamariki came third.
Teacher and composer Lewis Karaitiana wrote the waiata about the earthquake-stricken city after his parents were forced to move out of their central-city home. He said the home was destroyed and they had moved from Christchurch.
"[In the song] we encourage everyone to look after Papatuanuku and to let Christchurch people know they're not alone. We're here for them," he said.
"The [kids] love singing it but it's quite a sad song to begin with."
Mr Karaitiana wrote it especially for the competition.
In November, the top three groups will compete at the national kapa haka finals in Whangarei.
